Upload the MP4 and open the options. Frame Extraction has two modes: Single Frame saves one JPG from the second you enter (for example 1, 5 or 10.5), and All Frames saves every frame of the video as a JPG image. There is no every-Nth-frame or one-per-second mode. One at a time. Single Frame takes one time in seconds (for example 83 for 1:23) and saves that frame as a JPG. There is no field for a list of times, so run the conversion again for each extra timestamp.
