HDR footage is not tone-mapped: each frame is converted from the MP4 as it is decoded, so a frame from an HDR MP4 can look flat or washed out as a JPG. Standard (SDR) video keeps its colours.

It depends on the size and length of the file. Small documents and images are usually ready quickly. Long videos take the longest, because most video conversions re-encode every frame.
