Not in the same step — use /trim-video/ or /resize-video/ to clip and crop the 3GP first, then queue the 3GP → MP4 step. Doing them in series is faster than re-encoding the whole file just to shave seconds off the ends.
Why is the MP4 file blurry or blocky compared to the 3GP source?

Almost always a bitrate-too-low setting. Re-encoding a high-bitrate 3GP into a lower-bitrate MP4 at the default CRF compresses heavily on motion-heavy scenes. Drop CRF to 16-18 (H.264) or 24-28 (VP9 / AV1) or set an explicit target bitrate and re-run to recover quality.
Does the 3GP to MP4 converter support subtitles?
