Almost always a bitrate-too-low setting. Re-encoding a high-bitrate MKV into a lower-bitrate VOB at the default CRF compresses heavily on motion-heavy scenes. Drop CRF to 16-18 (H.264) or 24-28 (VP9 / AV1) or set an explicit target bitrate and re-run to recover quality.
