Why is my converted WebP file bigger or smaller than I expected?

A JPEG file with strong existing compression (heavily lossy JPG) often grows when re-encoded to a lossless WebP (PNG, TIFF); a high-bitrate lossless JPEG often shrinks dramatically going to JPG / WebP. The ratio depends on image content — photographs compress very differently from line art or screenshots.
